BCDA, CIAC recognized at 2025 GOCCs Day in Malacañang

The Bases Conversion and Development Authority (BCDA) and Clark International Airport Corporation (CIAC) were honored during the 2025 GOCCs Day celebration in Malacañang, led by President Ferdinand R. Marcos Jr.

BCDA was recognized as the 6th top-performing government-owned and -controlled corporation (GOCC), its highest ranking to date. The agency remitted a record ₱5.33 billion to the National Treasury this year, helping fund government programs for inclusive growth and development. Its subsidiaries—Clark Development Corporation, Clark International Airport Corporation, John Hay Management Corporation, and Poro Point Management Corporation—were also cited for their contributions to government revenues.

Meanwhile, CIAC received a Certificate of Recognition for remitting an initial ₱282 million in dividends to the National Government. The award was personally accepted by CIAC President & CEO Jojit Alcazar, CIAC Vice Chairperson and BCDA President Joshua M. Bingcang, and Directors Rommel Ma. Santiago and Noel Tulabut. The recognition highlights CIAC’s strong fiscal performance and growing role in national development, especially through flagship projects such as Clark Aviation Capital.

During the event, President Marcos announced the approval of the Compensation and Position Classification System II (CPCS), which will increase salaries and provide additional benefits—including medical allowance—for GOCC employees.

As of September 12, GOCCs have collectively remitted ₱116.84 billion in dividends to the Treasury, bolstering resources for the government’s socioeconomic programs nationwide.
