𝑁𝑒𝑤 𝐶𝑙𝑎𝑟𝑘 𝐶𝑖𝑡𝑦 𝑡𝑜 𝐻𝑜𝑠𝑡 𝑃𝐻’𝑠 𝑀𝑜𝑠𝑡 𝐴𝑑𝑣𝑎𝑛𝑐𝑒𝑑 𝑊𝑇𝐸 𝐹𝑎𝑐𝑖𝑙𝑖𝑡𝑦
The Philippines, through the Bases Conversion and Development Authority (BCDA), has secured a ₱4-billion (US$ 70-million) waste-to-energy (WTE) investment with Indian engineering firm Uttamenergy Limited, one of the key infrastructure agreements forged during President Ferdinand Marcos Jr.’s state visit to India.
The project will build the country’s most advanced WTE facility in New Clark City, Capas, Tarlac, capable of processing 600 metric tons of municipal waste daily and generating 12 megawatts (MW) of power—enough to supply electricity to over 10,000 homes.
Construction will begin on a four-hectare site, with provisions for an additional six hectares for future expansion, potentially increasing processing capacity, energy output, and total investment.
“This investment delivers direct national value, reinforces our transition to clean energy, supports modern waste management, and brings high-impact foreign capital into one of the Philippines’ most strategic growth areas,” said BCDA President and CEO Engr. Joshua M. Bingcang.
The facility will create around 300 construction jobs and over 100 permanent positions once operational, with local labor and suppliers prioritized. It is also expected to boost industries in waste recovery, logistics, and energy services.
The WTE consortium includes Global Heavy Equipment and Construction Corporation and ATD Waste-to-Energy Corporation from the Philippines, alongside India’s Uttamenergy. The plant will use German-engineered Enviropower technology from MARTIN GmbH for high-efficiency, low-emission waste combustion.
Aligned with the Philippine Energy Plan and the Extended Producer Responsibility Act, the project supports the Marcos administration’s clean energy and environmental goals while serving as a scalable model for sustainable infrastructure within the 9,450-hectare New Clark City, envisioned as the country’s first smart and resilient metropolis.
The initiative advances the BCDA’s commitment to the UN Sustainable Development Goals, particularly SDG 7, 8, 11, 12, and 13.
