BCDA, NDC forge partnership for New Clark City Development

The Bases Conversion and Development Authority (BCDA) has entered a partnership with the National Development Company (NDC) to advance the urban development of New Clark City. BCDA President and CEO Joshua M. Bingcang and NDC General Manager Antonilo DC Mauricio signed a memorandum of understanding (MOU), marking the beginning of a collaborative framework for high-impact projects in this emerging smart metropolis. BCDA Chairperson Hilario B. Paredes and NDC Assistant General Manager for Corporate Communications Leopoldo Acot attended as witnesses.

BCDA President Bingcang expressed optimism about the partnership, highlighting NDC’s extensive experience in financing and implementing urban projects, especially in industrial development and energy. “With over a century of expertise, NDC will be instrumental in transforming New Clark City into the country’s first smart, sustainable, and future-ready metropolis,” Bingcang said.

Chairperson Paredes echoed this vision, stating that the shared goal of national development will enable the agencies to implement transformative projects that maximize New Clark City’s potential as a catalyst for regional growth.

Under the MOU, BCDA and NDC will conduct feasibility studies, including technical and commercial assessments, for potential developments within BCDA’s properties. NDC’s focus on New Clark City’s 9,450-hectare greenfield site aligns with its goal of building an inclusive, resilient, and smart city to ease congestion in Metro Manila and stimulate growth in Central Luzon.

NDC General Manager Mauricio emphasized the value of BCDA’s city-building experience, citing Bonifacio Global City as a successful model. “We are honored to collaborate with BCDA on this ambitious venture,” he said, noting the strategic potential of New Clark City as a sustainable urban hub.

As the government’s investment arm, NDC aims to drive economic growth through ventures in commercial, industrial, and agricultural sectors, aligning with BCDA’s mission to transform former military bases into economic development centers.
