Filipino national athletes are set to benefit from year-round access to world-class training venues following a new partnership between the Bases Conversion and Development Authority (BCDA) and the Philippine Sports Commission (PSC).
Under a memorandum of understanding signed by PSC Chairperson John Patrick “Pato” C. Gregorio and BCDA President and CEO Engr. Joshua M. Bingcang, the PSC and its accredited national sports associations can regularly use New Clark City’s key sports facilities, including the Athletics Stadium, Aquatics Center, and Athletes’ Village.


The agreement strengthens athlete preparation for major international competitions by allowing consistent, long-term training in competition-grade facilities. It also helps reduce logistical costs while enabling science-based training programs aligned with global standards.
Gregorio described the collaboration as a strategic fit, noting that BCDA’s role in developing high-value infrastructure complements PSC’s mandate to maximize these facilities for national team development.
For BCDA, the partnership ensures that government-built sports infrastructure delivers sustained public value. Bingcang said the agreement directly supports Filipino athletes while providing measurable returns on public investment, positioning New Clark City as the country’s primary high-performance sports hub.
Earlier this year, BCDA and PSC also formed a joint task force to assess BCDA-owned properties that can be developed into elite training facilities. Priority areas include New Clark City as a national training center and Baguio City for a multispecialty high-performance sports facility suited for varied training environments.
To ensure transparency and sustainability, BCDA and PSC will jointly oversee scheduling, maintenance, and facility standards through a technical working group.
New Clark City is a 9,450-hectare greenfield development within the Clark Special Economic Zone, envisioned as an inclusive, resilient, and smart city. Developed by BCDA, it is designed to help decongest Metro Manila while driving growth and investment in Central Luzon.
