The Bases Conversion and Development Authority (BCDA) has expressed gratitude to Pampanga 2nd District Representative Gloria Macapagal-Arroyo for authoring House Bill 4899, which seeks to amend and strengthen the agencyβs charter.
The measure proposes to extend BCDAβs corporate life by 30 years and allow the conversion of up to 10% of its landholdings from leasehold to freehold for housing, industrial, and institutional use.
Rep. Arroyo, in her explanatory note, highlighted BCDAβs impact on national growthβtransforming Metro Manilaβs landscape and driving development in Central and Northern Luzon. βBCDA projects have already created over 400,000 jobs, with more than a million quality jobs expected as developments reach completion. This bill secures BCDAβs future,β she said.
