Commission on Audit (COA) Chair Gamaliel Cordoba and Department of Public Works and Highways (DPWH) Secretary Vince Dizon on Monday, September 8, filed a recommendation of charges before the Office of the Ombudsman against three construction firms and several DPWH engineers linked to irregularities in flood control projects in Bulacan.

The firms named in the complaint are Wawao Builders, St. Timothy Construction Corporation, and Syms Construction Trading. The DPWH officials include former Bulacan 1st District Engineer Henry Alcantara, Assistant District Engineer Brice Hernandez, Project Engineer Paul Duya, and Construction Section Chief Jaypee Mendoza.

“This is just the beginning of reforms in the agency. We will ensure that every person involved is held accountable and put behind bars. We will also recommend the filing of criminal charges against those proven guilty of corruption,” said Dizon.

The DPWH chief stressed that the agency cannot move forward without purging its ranks of corruption. “That is my commitment to the President and to the people. We will not stop until it is done,” he added.
