Thousands of agrarian reform beneficiaries (ARBs) in Central Luzon have received land titles, Certificates of Land Ownership Award (CLOA), and debt relief certificates since President Ferdinand R. Marcos Jr. took office, as the Department of Agrarian Reform (DAR) accelerates land distribution in the region.

In his fourth State of the Nation Address, the President reaffirmed his administrationโ€™s commitment to agrarian reform. โ€œAt para sa susunod na ating salinlahi ng mga magsasaka, tiyak na magiging kanila na nang tuluyan ang lupang sinasaka nila. Kasalukuyang pinapabilis ng DAR ang pamamahagi ng mga CLOA at ng mga e-Titles. Pati na โ€˜yung mga COCROM, bilang patunay na wala ng utang ang mga benepisyaryo ng agrarian reform,โ€ he said.

From July 2022 to June 2025, DAR Central Luzon distributed 5,379 CLOA covering 4,591.99 hectares to the same number of farmers. It also issued 32,599 Certificates of Condonation with Release of Mortgage (COCROM) under the New Agrarian Emancipation Act, benefiting 26,456 ARBs and condoning โ‚ฑ1.435 billion in unpaid amortizations for 33,269.40 hectares of land.

DAR OIC-Regional Director Eric Francis Luna stressed that CLOA distribution is โ€œthe foundation of social justice and rural development.โ€ He added that COCROM eases farmersโ€™ burdens by granting them โ€œfull ownership of their agricultural lands without the weight of debt.โ€

The agency also generated 3,105 e-Titles under the Support to Parcelization of Lands for Individual Titling (Project SPLIT), benefiting 2,475 ARBs and covering 4,120.99 hectares. Luna said this ensures โ€œclear and legal identification of land for each beneficiary,โ€ improving access to support services and livelihood opportunities.

โ€œSa kabuuan, ang mga programang ito ay hindi lamang nakatutok sa legal na aspeto ng pamamahagi ng lupa kundi tumutugon din sa mas malalim na layunin ng reporma sa lupaโ€”ang pagtaguyod ng katarungang panlipunan, pagpapaunlad ng kanayunan, at pagbibigay ng kapangyarihan sa mga tunay na tagapagpakain ng bayan,โ€ Luna emphasized.

DAR Central Luzon continues to validate and profile ARBs, parcelize lands under Project SPLIT, and identify properties still eligible for distribution. Support servicesโ€”such as training, farm machinery, and access to creditโ€”are also being expanded in coordination with other agencies and local governments.

The agency underscored that alongside the legal transfer of land, it is committed to empowering farmers to be productive, successful, and dignified contributors to the nationโ€™s food supply.
