In preparation for the national and local elections on May 12, 2025, the Department of Science and Technology (DOST) Bulacan has begun certifying 5,102 Electoral Board (EB) members. This certification is a vital step to ensure the smooth operation of the new Automated Counting Machines (ACMs), contributing to a secure, efficient, and reliable electoral process.
DOST Provincial Director Angelina Parungao explained that under Republic Act No. 9369, or the Election Automation Law, the agency is tasked with certifying EB members. This involves both theoretical and practical examinations to evaluate their proficiency in managing the automated election system.
Before taking the certification exams, the EB members underwent comprehensive training conducted by the Commission on Elections (Comelec). This training covered all essential aspects of ACM operations, including machine setup, troubleshooting, and addressing potential challenges on election day.
Bulacan is the first province in Central Luzon to initiate this certification process. The other six provinces in the region—Pampanga, Bataan, Zambales, Tarlac, Nueva Ecija, and Aurora—will begin their certification programs in April 2025. A total of 21,058 EB members across the region are set to undergo this certification process.
The DOST Philippine Science High School – Central Luzon Campus and the DOST Advanced Science and Technology Institute are playing key roles in assisting with the EB Certification Program.
Additionally, DOST is conducting rigorous testing on the ACMs, including stress, electrical, and waterproofing assessments to ensure their durability, electrical reliability, and resistance to water damage. (PIA 3-Bulacan)
