The Bases Conversion and Development Authority (BCDA) has renewed its call for bids for the ₱2.5-billion passive information and communications technology (ICT) infrastructure project in New Clark City, urging interested parties to submit proposals ahead of the February deadline.
The BCDA Prequalification Bids and Awards Committee (PBAC) said prospective joint venture (JV) partners must submit their bids on or before February 16, 2026, at 1:00 p.m. at the BCDA Corporate Office in Taguig City. The project covers the commercialization, and where necessary, the expansion, repair, and maintenance of passive ICT infrastructure within New Clark City.
BCDA Senior Vice President for Investment and Financial Management and PBAC Chairperson Hedda Rulona said the project presents a major opportunity for the private sector to help transform New Clark City into a smart and digitally connected metropolis.
The JV selection process is being conducted in accordance with Republic Act No. 11966, or the Public-Private Partnership (PPP) Code, and its implementing rules and regulations. To ensure transparency and competitiveness, the BCDA has engaged the Asian Development Bank (ADB) as transaction adviser for the project.
The PBAC is targeting the completion of the bidding process and the signing of the JV agreement with the winning bidder by May 2026.
The project will be implemented under the Open Access Fiber model, which will establish a robust fiber infrastructure and promote a competitive ICT services market in New Clark City. Under this setup, multiple data transmission providers will be able to use a shared physical network, allowing them to split costs and offer affordable, innovative, and carrier-grade ICT services.
The Open Access Fiber model is also expected to support smart city development and e-government solutions, helping position the 9,450-hectare New Clark City as the country’s first smart and future-ready metropolis.
BCDA President and Chief Executive Officer Joshua M. Bingcang said the initiative aims to provide fast, reliable, and affordable internet connectivity to residents and businesses, enhance the city’s competitiveness, attract technology-driven industries, create high-value jobs, and improve overall quality of life.
The project supports the Marcos administration’s socioeconomic agenda, particularly in advancing technology and innovation, upgrading infrastructure, and promoting inclusive and resilient economic growth.
