Department of Budget and Management Undersecretary Goddes Hope Libiran has filed a formal complaint before the National Bureau of Investigation against vlogger Claire Eden Contreras, also known online as “Maharlika,” for four counts of cyber libel in connection with allegedly defamatory social media posts and live video broadcasts.
The complaint, filed on January 26, 2026, arose from a series of statements published and circulated online which Libiran described as false, unverified, and malicious, and which she said caused damage to her reputation as a public official and as a private individual.



In a statement, Libiran said the online posts and live vlogs garnered substantial public engagement, resulting in ridicule, harassment, and personal attacks directed at her and members of her family. She emphasized that the allegations were unrelated to her official functions in government.
Libiran maintained that the statements do not constitute protected opinion or legitimate commentary, but rather amount to repeated dissemination of false accusations intended to malign and humiliate.
She further clarified that the filing of the complaint is not intended to suppress lawful criticism of government or public officials, but to seek accountability for the deliberate spread of falsehoods and disinformation under the guise of online content creation.
The case is currently being evaluated by the NBI Cybercrime Division for appropriate action.
