More CJHDevCo sub-lessees withdraw Injunction against Camp John Hay Recovery

More sub-lessees of CJH Development Corporation (CJHDevCo) have withdrawn their injunction applications aimed at preventing the Bases Conversion and Development Authority (BCDA) from fully reclaiming the Camp John Hay property. This comes after a Baguio court rejected a similar request from other CJHDevCo sub-lessees.

On February 5, 2025, Branch 79 of the Baguio Regional Trial Court (RTC) denied an application for a temporary restraining order (TRO) filed by several foreign nationals. The TRO sought to halt the return of the 247-hectare Camp John Hay property, along with its improvements, to the BCDA.

Following the court’s favorable ruling for the BCDA, another group of CJHDevCo sub-lessees who had filed a similar TRO also chose to withdraw their application.

BCDA Chairperson Atty. Hilario B. Paredes addressed the issue, stating, “We understand the plight of those affected, as they were deprived of their hard-earned money due to false promises of homeownership and lucrative investments. However, blaming the government, which is simply following the final ruling of the Supreme Court, would be misdirected. We encourage all stakeholders to reach out to us so we can clarify their situation and explore proper remedies under the law. We urge everyone not to be misled by statements issued by other parties.”

Atty. Paredes reiterated that the Supreme Court’s final ruling reversed the Court of Appeals’ decision and upheld the arbitral award, requiring the return of the leased property, including all new constructions and improvements, to the BCDA. The Supreme Court also reinstated the Writ of Execution issued by Branch 6 of the Baguio RTC, along with the Notice to Vacate issued by the court’s ex-officio sheriff concerning those claiming rights over improvements at Camp John Hay.
