The Police Regional Office 3 (PRO3) has arrested the final accused in the graft case involving alleged “ghost” flood control projects in Bulacan.
DPWH engineer Emelita Capistrano Juat, 64, was served a warrant of arrest in Barangay Panghulo, Obando, Bulacan at around 11:00 p.m. on January 20, 2026.
Interior and Local Government Secretary Juanito Victor C. Remulla said Juat’s arrest means all accused in the case are now accounted for. The warrant, issued by the Sandiganbayan, is for malversation of public funds through falsification of public documents, with no bail recommended.
PRO3 said the arrest was carried out through a coordinated operation by tracker teams of the Bulacan 1st Provincial Mobile Force Company, in coordination with the Bulacan Provincial Intelligence Unit, the Regional Intelligence Division PRO3, and the Obando and Pandi Municipal Police Stations. The surrender of the accused was facilitated with the assistance of her private legal counsel.
PRO3 Regional Director PBGEN Ponce Rogelio I. Peñones Jr. reiterated the police force’s commitment to upholding the rule of law. “The service of this warrant underscores our firm resolve to enforce court orders and ensure that those facing charges are brought before the proper authorities,” he said.
