The Subic Bay Metropolitan Authority (SBMA), through its Fire Department, is set to collaborate with the Philippine Public Safety Academy (PPSA) to train aspiring firefighters. The two organizations are preparing to sign a Memorandum of Agreement (MOA) aimed at providing future cadets with specialized training in firefighting.
SBMA Fire Chief Ranny Magno shared this development during the graduation ceremony of the PPSA Class of 2025 Fire Cadets on March 28, 2025. The cadets had successfully completed an intensive Advanced Firefighting Training from March 24 to 28, 2025.

Magno expressed hope that by the next batch of cadets, SBMA and PPSA will have a formal agreement in place, ensuring the continuation of such specialized training on a regular basis.
The “Madayawlahi” Class of 2025, comprising 37 cadets, underwent a week-long, hands-on firefighting course that included training in Fire Suppression and Control, as well as Tactics and Strategies. The program featured simulated firefighting exercises, giving the cadets real-world experience with modern firefighting equipment and tactical operations.

PPSA Commandant of Cadets, Mark Anthony S. Saquing, commended the SBMA Fire Department personnel for their critical role in the successful implementation of the training program. He also expressed gratitude to Fire Chief Magno, who served as the Course Director, and his team, including Deputy Fire Chief Edwin Santos, John Patrick Ablaza, Alvin Laconsay, and Romano Custodio, for their mentorship.
Saquing emphasized that the training provided the cadets with a deeper understanding of fireground tactics, fire behavior, and the leadership skills necessary for public safety officers in high-pressure situations. He urged the cadets to view their challenges as not only professional but personal growth opportunities.
“The fires you will battle are not just physical; they will test your character, endurance, and resolve. Through this training, you have gained not only knowledge and skills but also the spirit of a true firefighter—one who stands firm in the face of adversity and never gives up,” Saquing said.
PPSA was established under DILG Circular No. 2022-009, which operationalized the Philippine Public Safety Academy in accordance with Republic Act 11279. The academy offers graduate-level courses for members of the Bureau of Fire Protection (BFP) and Bureau of Jail Management and Penology (BJMP), including Bachelor of Science in Fire Protection Administration and Bachelor of Science in Penology and Corrections Administration.
