STRENGTHENED PUBLIC SERVICES, EDUCATION AND RESILIENCE WITH GOV. DELTA

The Provincial Government of Pampanga continues to prioritize inclusive development under the leadership of Governor Delta Pineda, with key investments in education, disaster resilience, infrastructure, and social welfare.

Youth empowerment remained a top agenda, with scholarships and educational assistance extended to students across the province. Employment opportunities were also boosted through skills training and manpower development programs. Governor Pineda supported the construction of new school buildings in Don Honorio Ventura State University (DHVSU) campuses in Lubao, Apalit, Candaba, Porac, and Floridablanca — part of the province’s commitment to accessible, quality education.

In a milestone for higher education, DHVSU was officially renamed Pampanga State University in 2025 through Republic Act No. 12148 signed by President Ferdinand Marcos Jr., with full support from Governor Pineda. Meanwhile, RA 12147 granted fiscal autonomy to the university’s San Fernando campus, converting it into a regular, independent campus.

Recognizing Pampanga’s vulnerability to natural disasters, the Capitol intensified its Disaster Risk Reduction and Management (DRRM) initiatives. Major facilities were built, including a Command and Control Center, Avian Influenza Control Center, PDRRMC Training Center, warehouses, evacuation centers, and gender-sensitive multipurpose halls. Flood-prone areas were equipped with early warning systems, while river dredging, drainage desilting, and waterway clearing efforts were ramped up in coordination with the Department of Public Works and Highways. The province also acquired new equipment for water, fire, and structural rescue.

A landmark environmental achievement was the completion of the Pampanga River cleanup under San Miguel Corporation’s Better Rivers PH initiative, which removed nearly 700,000 tons of silt and waste from a 26.3-kilometer stretch in Macabebe.

Pampanga’s PDRRM is now considered among the best in the Philippines in terms of personnel, equipment, and facilities. It also extends humanitarian aid to areas impacted by volcanic eruptions, oil spills, and earthquakes.

Governor Pineda also led infrastructure improvements across Pampanga — from road upgrades and hospital enhancements to facility construction. Support for cooperatives and micro-entrepreneurs was strengthened through grants and capacity-building programs to spur local economic growth.

Through the quarry regulatory office KALAM, the province generated a record ₱4.4 billion in revenues from July 2019 to 2024. This performance earned Pampanga three citations from the Department of Finance as one of the country’s top five provinces in locally generated income. Governor Pineda attributed this success to transparent governance and strict enforcement of regulations.

Social welfare programs were equally robust. From 2022 to 2024, a total of ₱58 million in cash incentives was awarded to 580 senior citizens aged 95 and above under Ordinance No. 683, with each beneficiary receiving ₱100,000 and a plaque of recognition. The program, implemented through the Provincial Social Welfare and Development Office (PSWDO), is one of the first of its kind in the country.

For its innovative programs and consistent public service delivery, the Pampanga Provincial Government received numerous national awards and recognitions, solidifying its reputation as a model of compassionate and effective governance.

“Ang mga kabalen po natin ang nakinabang sa mga programa at serbisyo. We chose to spend every cent para tugunan ang kailangan ng mga Kapampangan. Nagawa po namin yan dahil sa malinis at maayos na pamamahala,” said Governor Pineda.
