Senate Panel tackles Bills granting Filipino Citizenship to two athletes

The Senate Committee on Justice and Human Rights, chaired by Kiko Pangilinan, led discussions on proposed legislative measures seeking to grant Philippine citizenship to athletes Malick Diouf and Elizabeth Means.

The measures—Senate Bill Nos. 1596 and 1594—were filed by Pia Cayetano and aim to naturalize the two athletes in recognition of their commitment to represent the Philippines in international competitions.

During the hearing, Pangilinan said the proposed naturalization revives a broader conversation on national identity, noting that being Filipino goes beyond language or physical traits.

He emphasized that citizenship, in this context, reflects a conscious choice and a shared commitment to uphold the country’s values and represent it with honor.

Diouf and Means, he added, are not only pursuing medals but have expressed their willingness to embrace the responsibilities that come with carrying the Philippine flag in global sporting events.

The committee is set to further deliberate on the bills as part of the legislative process.
