Supreme Court directs PAGCOR, PCSO to report outstanding remittances to PSC

The Supreme Court has ordered the Philippine Amusement and Gaming Corporation (PAGCOR) and the Philippine Charity Sweepstakes Office (PCSO) to submit detailed annual reports on the amounts owed and the actual remittances made to the Philippine Sports Commission (PSC)—covering 1993 to the present for PAGCOR and 2006 to the present for PCSO.

In a decision promulgated on October 7, 2025 and released by the PSC on December 6, the Court ruled that both agencies may settle their obligations over a 10-year payment period.

The case was originally filed in 2016 by basketball coach and former Pampanga congressman Yeng Guiao, who won a favorable ruling in August 2024 before PAGCOR and PCSO sought reconsideration. He estimates the PSC stands to receive billions in overdue remittances.

Guiao welcomed the latest ruling. He said “Congratulations to the PSC. Magiging merry ang Christmas ng mga athlete and the sporting public. We did this for the Filipino athlete and youth. It was a long fight… This is justice for Philippine sports and our young athletes.”
