Mayor Pogi condemns act of employee issuing fake vaxx cards

Angeles City Mayor Carmelo “Pogi” Lazatin, Jr. condemned the horrific act of a city hall employee who was arrested for allegedly issuing fake vaccination cards to 13 individuals.

The said fake vaccination cards contained the falsified signatures and license numbers of the city’s vaccinators.

“This is an insult to the dedication and hard work of our vaccinators in prioritizing the safety of our kababayans. Ikinalulungkot ko po na nangyari ito,” said Lazatin, who also issued a stern warning to other employees not to commit nor tolerate this kind of act. 

According to the complaint filed before  Angeles City Police Office Station 3  by an authorized staff-encoder at the Angeles City Government’s COVID-19 Database center, the suspect was identified as Janine Lising, 21, assigned at the City Environment and Natural Resources Office, and a resident of Barangay Malabanias, Angeles City.

The custodial report signed by investigator, Corporal Aaron Joe Lingat of ACPO Station 3 stated that Lising was arrested and temporarily detained at the said station for “Falsification of Public Documents” and was properly informed of her constitutional rights and those under R.A 7438.

The complaint stated that the alleged falsified vaccination cards of the 13 individuals were also found in the possession of the suspect. 

The complaint also mentioned that vaccination cards with fake signatures and license numbers, supposedly produced by Lising, were discovered on August 18, 2022.  Aware of this, complainant immediately reported and called the assistance of the authorities from ACPO Station 3 led by Major Rammel Ebarle. 

Complainant further coordinated with Glenda Aromin and Anna Unika Marieya Cabigting, the vaccinators whose signatures and license numbers were being used in the vaccination cards.  Both Aromin and Cabigting denied that the signatures were theirs. The two vaccinators compared their signatures on a blank sheet of paper against what was written in the suspected fake vaccination cards. 

Complainant then sent a letter to Station 3, mentioning the names of individuals that Lising had allegedly given fake vaccination cards to. 

“This is to inform your good office that the following individuals were issued by Ms. Janine Lising with fake vaccination cards and that there are no records of their vaccination at the Angeles City Covid Database Center,” the letter said. 

“Please also note that the Gender and Development Office is in charge with the uploading of the vaccination records to the DICT portal. The vaccination cards [of the above] were confiscated by the undersigned staff of the Gender and Development Office.” the letter furthered. (Angeles City Information Office)
