The Anti-Red Tape Authority (ARTA) has partnered with Pampanga State University (PSU) to launch a pioneering Master in Public Administration (MPA) major in Regulatory Management Systems (RMS) — the first of its kind in the Philippines and Southeast Asia.
The program, made official through a Memorandum of Understanding signed on November 6, 2023, positions PSU (formerly Don Honorio Ventura State University) as the first academic institution to integrate RMS into its MPA curriculum. The initiative aims to set a benchmark for other universities in promoting good governance, transparency, and regulatory reform.
PSU President Dr. Enrique G. Baking said the blended learning program—combining online and face-to-face classes—can be completed in about one and a half years, encouraging working professionals to pursue higher studies. It is designed to train future leaders in streamlining government processes and strengthening public service delivery, aligned with the vision of Bagong Pilipinas.
Enrollment for the first trimester runs from October 16 to November 14, 2025, with classes officially beginning on November 15, 2025.
Both ARTA and PSU view this collaboration as a strategic investment in human capital, preparing public servants and future administrators to drive meaningful reforms for a more efficient and responsive government.
