Higher Ancillary Service Costs drive slight increase in November power transmission Rates — NGCP

Power consumers will experience a minor increase in transmission charges in their November 2025 electricity bills due to higher Ancillary Services (AS) costs, according to the National Grid Corporation of the Philippines (NGCP).

AS rates — pass-through charges paid to power generators that provide support during supply-demand imbalances — increased by PhP0.0997/kWh, or 15.23%, from PhP0.6546/kWh in September to PhP0.7542/kWh in October.

NGCP clarified that it does not earn or profit from AS rates, as these payments go directly to power generators with bilateral contracts with NGCP or to the Independent Electricity Market Operator of the Philippines (IEMOP) for AS sourced from the Reserve Market.

Meanwhile, the transmission wheeling rate — the cost of delivering electricity through the grid — posted a minimal rise of PhP0.0034/kWh, from PhP0.5920/kWh in September to PhP0.5953/kWh in October, equivalent to a 0.57% increase.

“The increase in transmission wheeling rates has no effect on NGCP’s revenue since its income remains cap-limited by the Energy Regulatory Commission (ERC),” NGCP stated.

Overall, the average transmission rate for the October 2025 billing period increased by 7.91%, from PhP1.3998/kWh in September to PhP1.5105/kWh, as reflected in bills issued by distribution utilities and electric cooperatives.
