The Securities and Exchange Commission (SEC) – Tarlac Extension Office and the Subic–Clark Alliance for Development (SCAD) officially launched the SCAD–SEC Help Desk on March 11, 2026, at the BCDA Corporate Center, One West Aeropark, Clark Freeport Zone. The initiative aims to provide businesses and investors in the Subic–Clark corridor with easier access to SEC registration, compliance guidance, and other corporate regulatory services.
SCAD Executive Director Atty. Carminda Z. Fabros emphasized the importance of the help desk in bringing government services closer to locators and boosting investor confidence.

“The SCAD–SEC Help Desk will provide companies with improved access to SEC services, including registration and compliance requirements. This collaboration reflects our commitment to ease of doing business, strengthen investor trust, and support the growth of enterprises across the corridor,” Fabros said.
SEC Tarlac Director Atty. Richard R. Laus underscored the Commission’s role in regulating corporations, protecting investors, and promoting a fair business environment.
“This help desk brings SEC services directly to businesses, making regulatory compliance easier and more efficient. Our partnership with SCAD aims to enhance service delivery, strengthen investor confidence, and support business growth in the region,” Laus added.
SCAD Legal Counsel Atty. Aliw V. Del Rosario outlined the operational framework of the help desk, explaining the processes for inquiries, assistance requests, and coordination with the SEC, as well as the support available to locators.
The launch was attended by key stakeholders, including Albert Sapaen, President of the American Chamber of Commerce of the Philippines – North Luzon; representatives from the Freeport Area of Bataan Investors and Locators Association, Inc. (FABILA); the Clark Investors and Locators Association (CILA); and participants from the Subic Bay Freeport Chamber of Commerce, the Department of Trade and Industry – Foreign Trade Service Corps, and other companies within the Clark and Subic Bay Freeport Zones via Zoom.
The SCAD–SEC Help Desk reflects both agencies’ commitment to making regulatory services in the Subic–Clark corridor more efficient, accessible, and responsive.
