DOTr begins first rental housing project for NSCR-affected families

Families affected by the North-South Commuter Railway (NSCR) Extension Project will soon have access to affordable and decent housing as the Department of Transportation (DOTr), in partnership with the City Government of San Pedro, officially started the construction of the Sining Apartments Public Rental Facility (PRF) in Barangay Landayan.

The project marks the first government-built rental housing facility under the NSCR Extension Project and forms part of the national government’s commitment to provide safe and affordable housing for families displaced by major transportation infrastructure developments.

Transportation Secretary Giovanni Lopez said the initiative reflects President Ferdinand R. Marcos Jr.’s directive to ensure that no family is left behind as the government pursues large-scale infrastructure projects.

The housing facility will cater to displaced families, including those who are not eligible for socialized housing but were affected by the railway project. Rental rates are expected to range from ₱500 to ₱700 per month.

Funded by the DOTr, the Sining Apartments will consist of three multi-storey buildings with 242 residential units and will accommodate 191 non-landowner project-affected families.

Each unit will include a living area, dining area, bedroom, kitchen, and toilet and bath. Located within the city, the development will allow residents to remain close to schools, workplaces, and essential services.

DOTr Assistant Secretary for Right-of-Way and Site Acquisition IC Calaguas described the project as a landmark initiative that balances infrastructure development with social protection, ensuring that affected families can maintain and improve their standard of living.

Meanwhile, San Pedro City Mayor Art Joseph Mercado welcomed the project, saying it represents a significant step toward providing affected residents with security, stability, and a better future through cooperation between national and local government agencies.

Construction of the housing facility, which is being undertaken by the San Pedro City government with funding support from the DOTr, is expected to be completed by June 2027.
