The Bases Conversion and Development Authority (BCDA) and the National Bureau of Investigation (NBI) are exploring the establishment of key law enforcement facilities in New Clark City to further strengthen the country’s public safety and criminal justice systems.

BCDA President and CEO Engr. Joshua M. Bingcang met with NBI Director Atty. Melvin A. Matibag to discuss the proposed development, which includes an NBI regional office, an NBI Academy for training and professional development, and modern forensic and investigative facilities.
Once realized, the project is expected to enhance the NBI’s operational capacity and support its modernization efforts, particularly in investigation, training, and forensic science.
The initiative also aims to position New Clark City as a hub for research, innovation, inter-agency collaboration, and human capital development in support of national security and governance priorities.
The proposal aligns with the administration’s broader goal of upgrading the country’s public safety and criminal justice systems while promoting New Clark City as a strategic center for key government institutions.
