Pampanga First District Representative Carmelo “Pogi” Lazatin Jr. has filed a bill seeking the establishment of regional adoption shelters for retired police dogs to ensure they receive proper care and humane treatment after years of service.
Filed on June 25, 2026, House Bill No. 9948 proposes at least one Regional K9 Adoption Shelter in every administrative region, to be operated by a host provincial government or local government unit in coordination with the Philippine National Police (PNP) and the Philippine Drug Enforcement Agency (PDEA).
Under the measure, retired K9s will be turned over to the shelters with complete medical and vaccination records. The shelters will also maintain records of the dogs and their adoptive owners to ensure proper post-adoption monitoring and prevent abuse or illegal use.
Lazatin said the bill aims to provide a structured and humane adoption system for retired police dogs that have faithfully served law enforcement agencies.
The proposal complements his earlier House Bill No. 8710, which seeks to establish “No-Kill” animal shelters and public veterinary offices in all cities and municipalities to strengthen the implementation of the Animal Welfare Act.
During his term as Angeles City mayor, the city established Pampanga’s first Bureau of Animal Industry-accredited no-kill animal shelter, which opened in 2023 and has since supported free spay/neuter and anti-rabies vaccination programs for thousands of pets.
