A proposed ordinance in Angeles City seeks to strengthen consumer protection and transparency among electricity and water utility providers.
Filed by Councilor Maricel “Marang” Morales-Agoncillo, Proposed Ordinance No. SP-2026-07, or the “Angeles City Utility Transparency Ordinance of 2026,” would require providers, including Angeles Electric Corporation (AEC) and PrimeWater Angeles, to give consumers at least 30 days’ notice before implementing rate increases or tariff changes.
The measure also proposes monthly water quality reports, independent water sampling by the City Health Office, a ban on “air billing,” prompt investigation of disputed meters, and protection against disconnection during Fridays, weekends, holidays, and while billing disputes are under review.
It would also require the water concessionaire to provide free water tankers if service interruptions exceed 12 hours. Administrative penalties would be imposed for violations, while a Utility Consumer Welfare Trust Fund would be created to support water quality testing, engineering audits, and emergency clean water distribution.
Consumer advocate Alex Cauguiran welcomed the proposal, saying it is timely in addressing concerns over rising water and electricity charges and ensuring transparency, accountability, and quality service.
The proposed ordinance will undergo public hearings before the Sangguniang Panlungsod votes on the measure.
