The Angeles City government convened a special Disaster Risk Reduction and Management Council (DRRMC) meeting on August 31 to address the severe impacts of recent weather disturbances and strengthen the city’s disaster response and preparedness measures.
Chaired by Mayor Carmelo “Jon” Lazatin II and facilitated by the Angeles City Disaster Risk Reduction and Management Office (ACDRRMO), the meeting at the Angeles City Emergency Disaster Command Center focused on urgent relief measures, operational protocols, and resource allocation.
Among the key discussions and actions were:
- 𝐒𝐭𝐚𝐭𝐞 𝐨𝐟 𝐂𝐚𝐥𝐚𝐦𝐢𝐭𝐲 𝐑𝐞𝐜𝐨𝐦𝐦𝐞𝐧𝐝𝐚𝐭𝐢𝐨𝐧: The council approved Resolution No. 09, Series of 2026, recommending to the Sangguniang Panlungsod the declaration of Angeles City under a State of Calamity due to the widespread impacts of recent tropical cyclones and the enhanced Southwest Monsoon (Habagat).
- 𝐒𝐎𝐏 𝐌𝐚𝐧𝐮𝐚𝐥 𝐚𝐧𝐝 𝐌𝐇𝐄𝐖𝐒 𝐅𝐫𝐚𝐦𝐞𝐰𝐨𝐫𝐤: The council reviewed the updated Manual of Operating Procedures and Multi-Hazard Early Warning System (MHEWS) protocols under Resolutions No. 10 and 11. Final adoption was deferred to the next council meeting to allow further evaluation.
- 𝐄𝐯𝐚𝐜𝐮𝐚𝐭𝐢𝐨𝐧 𝐏𝐫𝐨𝐭𝐨𝐜𝐨𝐥𝐬: The council discussed guidelines for pre-emptive and forced evacuations in high-risk areas pursuant to Executive Order No. 079, Series of 2025, and City Ordinance No. 776, Series of 2026.
- 𝐋𝐃𝐑𝐑𝐌𝐅 𝐑𝐞𝐩𝐫𝐨𝐠𝐫𝐚𝐦𝐦𝐢𝐧𝐠 𝐏𝐫𝐨𝐩𝐨𝐬𝐚𝐥: The council reviewed proposed fund realignments under the 2026 Local Disaster Risk Reduction and Management Fund (LDRRMF) for child road safety engineering, sector orientations, Community Disaster Risk Assessment (CDRA) cascading, and emergency equipment.
The city government said the measures are part of its continuing efforts to align policies, resources, and field operations to ensure timely emergency assistance, protect lives, and build a more disaster-resilient Angeles City.
