The Bases Conversion and Development Authority (BCDA) has granted Original Proponent Status (OPS) to the consortium of Maynilad Water Services Inc. and Korea Water Resources Corp. (K-Water) for a proposed ₱14.8-billion long-term water supply and wastewater management project in New Clark City, Tarlac.
The project aims to strengthen the emerging metropolis’ utility backbone by providing reliable water services and ensuring proper wastewater treatment as residential, commercial, institutional, and industrial developments continue to expand.
BCDA President and CEO Joshua M. Bingcang said reliable water and wastewater infrastructure is essential to sustaining New Clark City’s growth as an emerging economic center.
“Growth requires infrastructure that can keep up with it. Water and wastewater are fundamental to that growth,” Bingcang said, emphasizing the goal of establishing a reliable and sustainable system designed to meet the city’s long-term needs.
The proposed project is expected to support industries requiring dependable utility services, including advanced manufacturing, data centers, and other high-value economic activities.
The BCDA Board granted the consortium OPS on August 28, 2026, following the agency’s evaluation and negotiations with the proponents.
The project will proceed to the required approval process before entering the next stage of the public-private partnership (PPP) process—the Swiss challenge, which allows other qualified private-sector proponents to submit competing proposals.
BCDA is targeting the award of the contract by December 2026, subject to the completion of the applicable PPP process, approvals, and other requirements.
The project forms part of BCDA’s continuing infrastructure investments in New Clark City and its efforts to build a modern, resilient, sustainable, and future-ready economic hub capable of supporting long-term investments and community growth.
