Government offices and schools in the National Capital Region and 13 provinces will adopt alternative work and learning arrangements on September 10, 2026, amid continued heavy rainfall brought by the enhanced Southwest Monsoon and prolonged rains.
The measure follows the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC) and was formalized through Memorandum Circular No. 135, signed by Executive Secretary Ralph Recto.
The affected areas are:
- National Capital Region
- La Union
- Pangasinan
- Benguet
- Bataan
- Bulacan
- Pampanga
- Zambales
- Batangas
- Cavite
- Laguna
- Rizal
- Occidental Mindoro
- Oriental Mindoro
Government agencies providing basic and health services, disaster preparedness and response, and other vital services will continue operations.
Alternative learning modes will be implemented for classes at all levels in public and private schools in the affected areas, unless local chief executives direct otherwise.
Local chief executives may also order localized suspension of classes and/or work in government offices in other areas. In the private sector, decisions on work suspension or alternative work arrangements will be left to management.
