Approved investments secured by the Bases Conversion and Development Authority (BCDA) surged more than sixfold to P49.96 billion in the first half of 2026, driven largely by expanding aviation and logistics operations in Clark.
The figure represents a 535-percent increase from the P7.87 billion recorded during the same period last year and is expected to generate around 4,210 jobs across BCDA development areas.
Aviation accounted for the largest share at P33.91 billion, or nearly 68 percent of total approved investments, highlighting Clark’s growing role as an aviation, aerospace and logistics hub.
The investment surge was led by global players including Lufthansa Technik Philippines, FedEx and UPS International, whose expanding operations are strengthening Clark’s links to domestic and international markets.
BCDA President and CEO Joshua M. Bingcang said the growth reflects increasing investor confidence in the Philippines as a base for long-term business expansion.
“Global companies are making larger and longer-term commitments to the Philippines because they see the potential to serve both the domestic market and the wider Asia-Pacific region from here,” Bingcang said.
He added that BCDA’s role is to keep its development areas investment-ready and provide the infrastructure and conditions needed to turn investments into quality jobs and long-term economic opportunities.
Among the major developments is Lufthansa Technik’s planned widebody aircraft maintenance facility in Clark, alongside continued expansion by FedEx and UPS.
Beyond aviation and logistics, approved investments included P5.9 billion in residential projects, P500 million in government and sports, and P30 million in hospitality.
Other investments involved InfiniVAN, the Philippine Sports Commission, Sophia Real Estate Executives and Development Corp., Baguio Mountainscapes, Hann Philippines, ACWA Power Philippines, and a consortium of GTM Networks Asia and Volksbahn Technologies.
Investment activity was concentrated mainly in BCDA’s major economic zones, including Clark and Camp John Hay in Baguio, as the agency and its partners continue to develop infrastructure supporting the Luzon Economic Corridor.
Established under Republic Act No. 7227, BCDA is mandated to transform former military bases and reservations into productive centers of economic activity and sustainable development.
