BCDA PARTNERS WITH CONSORTIUM FOR LOW-COST HOUSING IN NEW CLARK CITY

The Bases Conversion and Development Authority (BCDA) has partnered with a consortium to develop a low-cost housing complex in New Clark City, integrating it with the government’s Pambansang Pabahay Para sa Pilipino (4PH) program.

The consortium, composed of Sta. Clara International Corporation, Saekyung Realty Corporation, and Korea Overseas Infrastructure and Urban Development Corporation, plans to invest ₱4.8 billion to build the 6.1-hectare housing project. The development will feature 12 high-density buildings with 3,320 residential units, of which 2,600 units will be allocated for the open market, while 720 units will be dedicated to the 4PH program under the Marcos administration.

BCDA President and CEO Joshua Bingcang emphasized that the project will not only address housing needs but also create jobs, attract investments, and boost economic growth in Central Luzon. He added that the initiative aligns with BCDA’s goal of transforming New Clark City into a smart, sustainable, and disaster-resilient metropolis.

Meanwhile, BCDA also reported the signing of 75 residential and commercial lease agreements worth ₱1 billion in investments in Camp John Hay, Baguio City, following the recovery of the property in January 2025.

Among the major investors in Camp John Hay are Metro Pacific Investments Corporation subsidiary Landco Pacific Corporation, Stern Real Estate Development Corporation, Amare La Cucina, Golfplus Management Inc., DuckWorld Philippines, and Top Taste Trading Inc.

“Breaching the billion-peso mark in just two months proves that Camp John Hay is thriving and has the potential to become the country’s next ecotourism and investment hub under BCDA’s management,” Bingcang said.

He assured the local community that while economic opportunities are being introduced, the BCDA remains committed to preserving Camp John Hay’s vast forested areas and open spaces.
