Clark International Airport Corporation (CIAC) is set to roll out a series of activities this May 2026 in line with the nationwide celebration of Ease of Doing Business (EODB) Month, reinforcing efforts to further improve government service efficiency.
Led by its Management Systems Improvement Department (MSID), CIAC’s observance follows the guidelines issued by the Anti-Red Tape Authority (ARTA) under Memorandum Circular No. 2026-0002.
This year’s theme, “Achieving Results through Transparency and Accountability (ARTA): Towards a More Productive Bagong Pilipinas,” underscores the government’s push for more transparent, efficient, and citizen-centered services.
Clark International Airport Corporation President Jojit Alcazar said the agency continues to adopt innovative and citizen-friendly measures aimed at streamlining processes and reducing bureaucratic delays in government transactions.
As part of the observance, CIAC will implement several initiatives, including the use of the official EODB logo in all materials, display of banners in offices and public service areas, and updating of digital platforms such as social media and websites with official campaign branding. The agency will also share official content, articles, and videos related to the celebration.
CIAC will also dedicate a portion of its May 2026 flag ceremony to EODB Month, alongside the conduct of a stakeholder forum featuring discussions on regulatory improvements, process streamlining, and enhanced public service delivery through the Citizen’s Charter.
The activities aim to identify “quick wins,” or process steps that can be simplified or eliminated to ease the burden on clients transacting with government offices. Information campaigns and storytelling initiatives highlighting reforms and innovations will also be rolled out.
Government agencies are likewise encouraged to establish an EODB Lane to provide faster and more efficient frontline services for high-impact transactions.
Alcazar emphasized that the annual observance seeks to strengthen a culture of efficiency, transparency, and accountability in public service delivery.
In October 2025, CIAC was recognized by ARTA with a Gold Award for Exemplary Performance during the 2024 Report Card Survey (RCS) 2.0 First Cycle Implementation, after earning an “Excellent” rating and ranking fourth among government-owned and controlled corporations nationwide.
Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, mandates the simplification of government procedures and sets prescribed processing times for transactions, while strengthening ARTA’s authority to enforce compliance and curb red tape.
Meanwhile, Presidential Proclamation No. 818, s. 2025, declared May of every year as Ease of Doing Business Month, with ARTA leading nationwide activities promoting a more efficient and business-friendly government environment.
