The Medical City Clark (TMC Clark) has appointed veteran vascular neurologist and neurocritical care specialist Dr. Jo Ann R. Soliven as its new Chief Medical Officer, strengthening the hospital’s clinical leadership and commitment to accessible, world-class healthcare in Central Luzon.
Dr. Soliven brings more than two decades of experience in neurological care, hospital leadership, physician development, and healthcare systems building. She previously served as TMC Clark’s Neurology Section Head, where she helped strengthen the hospital’s stroke and neurocritical care services.
She currently serves as Consultant Director of the Cerebrovascular and Neurocritical Care Center and Services at The Medical City Ortigas, where she also leads the institution’s Vascular Neurology, Neurocritical Care, and Interventional Neurology Fellowship Training Program.
Her career has been marked by efforts to build systems that expand access to advanced neurological care. Early in her medical career, Dr. Soliven served as a Doctor to the Barrios, helping establish operational standards, local legislation, and community-based healthcare delivery models.
At Quirino Memorial Medical Center, she developed a comprehensive stroke program from the ground up. Her expertise has also contributed to national healthcare policy as a core member of the Department of Health Technical Working Group that developed the Resource Stratification Framework for Brain Centers, a health-system framework guiding the development of stroke care infrastructure in the country.
Her research work covers endovascular thrombectomy outcomes, stroke risk scoring, and neurocritical care standards for low- and middle-income countries. In 2025, she contributed to an international consensus statement on neurocritical care published in the Journal of Critical Care.
Dr. Soliven pursued further training at Baylor College of Medicine in Houston, Texas, and served as a Visiting Scholar in Neurocritical Care at Mount Sinai Hospital in New York. She completed her stroke fellowship at the National Neuroscience Institute–Singapore General Hospital.
Her continuing commitment to advancing neurological and critical care is reflected in her professional affiliations. She is a Fellow of the Philippine Neurological Association, Neurocritical Care Society, and Philippine Society of Critical Care Medicine. She is also the founder and president of Brain R.E.S.C.U.E. Organization Philippines, a global partner of the International Neurocritical Care Society.
For Dr. Soliven, the new leadership role is an extension of her lifelong commitment to improving healthcare for Filipinos.
