FORMER ANGELES CITY HALL CAT BEGINS NEW ROLE AT CONGRESS

Felix, the beloved office cat of former Angeles City Mayor Carmelo “Pogi” Lazatin, Jr., officially reported for his first day at Congress on July 1, 2025, coinciding with Lazatin’s assumption as the new First District Representative of Pampanga.

A five-year-old Philippine short-haired cat or “Puspin,” Felix has been part of Lazatin’s team since 2019, serving as the Mayor’s Office “Rat Control Officer” during Lazatin’s two terms in Angeles City.

Felix was adopted as a kitten by then Executive Assistant IV Reina Manuel on August 7, 2019, after being rescued within the City Hall premises by the City Veterinary Office’s Eder Pasamonte.

Felix diligently kept the office free of rodents for six years—his key responsibility—interrupted only by regular naps in the pantry. He is neutered, fully vaccinated, and well cared for.

Now transitioning to a new environment, Felix brings his dedication and charm to the halls of Congress as an unofficial furry staff member.

During Lazatin’s administration, Angeles City became a strong advocate of animal welfare, most notably with the passage of Ordinance No. 668, s-2023 or the Animal Welfare and Protection Code of Angeles City. This ordinance led to the creation of the city’s first “no-kill” Dog Pound and Animal Shelter, opened in July 2023, where stray animals are cared for and put up for adoption.

As a congressman, Lazatin commits to continuing his advocacy for animal rights, emphasizing that his legislative vision, “Alang Malalakwan” (No One Left Behind), includes the protection and welfare of animals.
