A night of recognition and pride unfolded at the 2025 Zambales’ Exemplary Achievements as Legislators (ZEAL) Awarding Ceremony, held on October 14 at Travellers Hotel, SBMA, Zambales.

Spearheaded by the Department of the Interior and Local Government (DILG)–Zambales, led by OIC Melissa D. Nipal, and the Vice Mayors’ League of the Philippines (VMLP)–Zambales Chapter headed by Vice Mayor Joan D. Ballesteros, in partnership with VMLP Region III President Hon. Cristopher R. Gongora, Philippine Councilors League (PCL)–Zambales Chapter President BM Carl Eric Rico, and the Provincial Government of Zambales under Governor Hermogenes “Jun” Ebdane, Jr., the program carried the theme “RISING LEADERS: Inspiring Zambales Legislators for Transformative Legislation and Service.”
The ceremony honored local legislators and Sangguniang Bayan members who demonstrated leadership, integrity, and excellence in public service—championing progressive legislation and impactful governance in their municipalities.

Governor Ebdane highlighted in his message:
“Ang tunay na sukatan ng isang matagumpay na pamumuno ay ang sama-samang pagkilos tungo sa isang mas makabuluhang kinabukasan para sa bayan…”
Among the top awardees were the Sangguniang Bayan of Iba, Masinloc, Castillejos, Subic, San Antonio, San Marcelino, Cabangan, and Botolan, recognized for outstanding performance across various governance categories.
The event was attended by DILG Assistant Regional Director Jay E. Timbreza (CESO IV), members of the Sangguniang Panlalawigan, municipal mayors and vice mayors, ZEAL Provincial Award Committee, and DILG Field Officers.
The evening culminated with the oath-taking of the newly appointed PCL–Zambales Chapter Board of Directors.
Under the leadership of Governor Jun Ebdane, Zambales continues to honor and empower its dedicated local legislators—proving that strong governance and unity remain the cornerstones of a progressive and people-centered province.
