Mayor Carmelo “Jon” Lazatin II has signed Executive Order No. 026, Series of 2026, formally creating the Angeles City Fact-Finding and Investigation Task Force to conduct an in-depth investigation into the collapse of an under-construction building in Barangay Balibago.




The task force has been tasked to carry out a thorough, comprehensive, and impartial investigation to determine the circumstances and factors surrounding the incident, in accordance with existing laws, regulations, and technical standards.
It will be composed of representatives from local and national government agencies, law enforcement units, and professional organizations specializing in engineering, architecture, structural assessment, occupational safety, and disaster management to ensure an independent and objective review.
According to Lazatin, the investigation aims to establish all relevant facts surrounding the incident and help formulate recommendations that will strengthen public safety measures and prevent similar incidents in the future.
The city government also assured continued support and assistance to the families affected by the tragedy while operations at ground zero remain ongoing.
Authorities said all response and investigation efforts are being carried out with professionalism, respect, and adherence to due process.
