PRO3 CLARIFIES ARRESTS OF INDIGENOUS PROTESTERS AT MOUNT PINATUBO

The Police Regional Office 3 (PRO3) has clarified the circumstances surrounding the arrest of several Aeta individuals during a protest at the Mount Pinatubo crater in Capas, Tarlac on April 18, 2025.

According to PRO3, the arrests stemmed from alleged violations of local ordinances and national laws, including obstruction of public passage and unauthorized entry into a protected environmental area.

The incident has since drawn the attention of the National Commission on Indigenous Peoples (NCIP), prompting PRO3 to assure the public that the case is being handled with transparency, respect for cultural rights, and strict adherence to due process.

Initial reports from the Capas Municipal Police Station indicate that all operations were conducted in accordance with police protocols, safeguarding the rights of those arrested.

“All actions undertaken by our personnel were in full compliance with existing laws, including the Indigenous Peoples’ Rights Act (RA 8371), and in line with PNP guidelines on humane treatment of persons under custody,” said PBGEN Jean S. Fajardo, Regional Director of PRO3. “We acknowledge the concerns raised by the NCIP and reaffirm our commitment to protect the rights of indigenous communities while maintaining public safety.”

PRO3 is now reviewing the incident and consolidating reports and evidence to ensure a comprehensive and objective account. A joint dialogue with NCIP and other stakeholders is being organized to address concerns, foster understanding, and seek constructive resolutions.

To further strengthen relations with indigenous communities, PRO3 will also roll out community immersion programs and refresher training for police personnel through the Regional Community Affairs and Development Division (RCADD), with a focus on cultural sensitivity and engagement.

PRO3 reiterates its unwavering commitment to serve all sectors of society with fairness, integrity, and respect for human dignity.
