Senator Joel Villanueva has filed Senate Bill 2991, seeking to establish a visa program for digital nomads—individuals who work remotely while traveling. The proposed visa would be valid for one year, with an option to renew for another year.
Villanueva emphasized that the measure aims to attract remote workers who are employed by foreign-based companies, allowing them to stay in the Philippines for an extended period.

The World Economic Forum’s Nomad List ranked the Philippines as the 7th fastest-growing remote work hub in 2023. Meanwhile, the Department of Tourism reported a 9.15% increase in foreign visitors in 2024, with 5.95 million arrivals generating a record-high PHP760.5 billion in tourism revenues.
“From our pristine beaches and green mountain ranges to our vibrant urban hubs, each location in the Philippines offers unique advantages for remote workers,” Villanueva said.
To qualify for the visa, applicants must show proof of sufficient income from outside the Philippines, have valid health insurance, possess a clean criminal record, and pose no threat to national security.
With over 50 countries already offering digital nomad visas, Villanueva hopes the Philippines can capitalize on this growing trend.
“Digital nomads contribute to the economy through their spending. While they won’t take local jobs, they can share valuable knowledge and best practices with local communities,” he added.
