Central Luzon BPLOs push boundaries at “Business Without Borders” Regional Convention

The Central Luzon Association of Business Permit and Licensing Officers, Inc. (CLAB) successfully held its 6th Central Luzon Regional Convention on June 2-3, 2025, at the Development Academy of the Philippines (DAP) Conference Center in Tagaytay City.

With the theme “Business Without Borders: Simplifying Regulations,” the two-day event brought together 215 participants across Region 3, including BPLOs, Local Economic Development and Investment Promotion Officers (LEDIPOs), Tagaytay City officials, and representatives from national agencies such as DILG-3, ARTA, BFP, and the National Association of BPLOs.

Designed as a platform for strategic dialogue and knowledge sharing, the convention focused on advancing ease of doing business, digital transformation, and economic revitalization in Central Luzon.

Hon. Ernesto Perez, Secretary-General of the Anti-Red Tape Authority (ARTA), underscored ARTA’s role as an empowering partner of local governments. “As long as you do your job and follow the law, make the Anti-Red Tape Authority your partner,” Perez emphasized.

Key presentations highlighted the continuing implementation of Republic Act 11032, or the Ease of Doing Business Act of 2018. Engr. Darryl Salvador of DILG-Region 3 outlined DILG’s support for business-friendly LGUs through policies, guidelines, and capability-building initiatives, while Dr. Karl Joseph Sanmocte of ARTA Southern Luzon detailed streamlined processes for local business permits and clearances.

The Bureau of Fire Protection also showcased its Fire Safety Inspection System (FSIS), a fully digital platform that simplifies the issuance of fire safety certificates while supporting the government’s “zero-contact policy” and seamless integration with electronic Business One-Stop Shops (eBOSS) and eLGU systems.

Tagaytay City also shared its governance best practices, spotlighting its comprehensive social services, vibrant tourism sector, and growing visitor numbers.

One of the highlights of the convention was the oath-taking of CLAB’s newly elected officers for FY 2025-2028, administered by DILG-Region 3 Regional Director Atty. Anthony C. Nuyda. DTI-3 Regional Director Edna D. Dizon also expressed strong support for CLAB’s initiatives, emphasizing the importance of simplifying business processes to empower MSMEs and strengthen the region’s economic resilience.

The convention closed with a united commitment among participants to strengthen collaboration and ensure consistent implementation of ease of doing business reforms—paving the way for a more dynamic and business-friendly Central Luzon.
