  • Intensity: 85 km/h maximum sustained winds, gusts up to 105 km/h, central pressure 994 hPa
  • Movement: Westward at 30 km/h
  • Wind Radius: Up to 240 km from the center

HAZARDS AFFECTING LAND AREAS
Heavy Rainfall: See Weather Advisory No. 4 for detailed rainfall outlook.

  • Severe Winds: Up to Signal No. 4 may be raised in coming days. Strong to gale-force gusts expected over Luzon and parts of Visayas and Mindanao due to the Northeast Monsoon.
  • Coastal Flooding/Storm Surge: Possible over low-lying areas in Visayas, Southern Luzon, and Mindanao. Storm Surge Warning to follow.

HAZARDS AFFECTING COASTAL WATERS

  • Gale Warning: Possible tonight or tomorrow over Eastern Visayas and Caraga coasts.
  • Rough to Very Rough Seas (up to 4.0 m): Batanes, Babuyan Islands, Eastern seaboards of Cagayan, Isabela, Eastern Samar, Dinagat, Siargao, Bucas Grande.
  • Mariners of small vessels are advised to stay ashore.

TRACK AND INTENSITY OUTLOOK

  • TINO is moving westward and may make landfall over Eastern Samar or Dinagat Islands by late November 3 or early November 4.
  • Expected to intensify into a typhoon within 24 hours and could reach super typhoon category before landfall.
  • Likely to cross Visayas and northern Palawan, then exit to the West Philippine Sea by November 5.

Public and local DRRM offices are urged to prepare for heavy rains, strong winds, and possible storm surges. Stay alert and follow advisories from PAGASA and local authorities.
