Thirteen years ago, Mabalacat officially became a component city of Pampangaβ€”a milestone made possible by the vision and persistence of the late Congressman Carmelo β€œTarzan” Lazatin.

On May 25, 2011, Cong Tarzan filed House Bill No. 4736, seeking the conversion of Mabalacat from a municipality into a city. After a year-long legislative process, the bill became Republic Act 10164 on May 15, 2012, and was ratified via a plebiscite on July 21, 2012, where 72% of voters favored cityhood.

The cityhood status opened doors to greater development, more resources, and stronger local governanceβ€”laying the groundwork for the progress that Mabalacat continues to experience today.

Now serving as First District Representative of Pampanga, Cong Carmelo β€œPogi” Lazatin II, son and namesake of the late congressman, reflects on his father’s legacy.

β€œThe cityhood of Mabalacat is one of the greatest legacies my father left the First District. It paved the way for growth not only in the city but also in nearby areas,” said Cong Pogi. β€œI stand on the shoulders of a giant. My father laid the foundationβ€”I’m committed to building on it and serving our district with the same dedication.”

As Mabalacat marks 13 years of cityhood, it also honors the enduring legacy of Cong Tarzanβ€”whose vision for the city remains alive in every milestone achieved. (Sharmaine Gonzales)
