A game-changing step for good governance: The Blockchain Council of the Philippines (BCP) has partnered with the Department of Public Works and Highways (DPWH) to launch Integrity Chain, a blockchain-powered platform that embeds transparency and accountability in national infrastructure projects.

On September 30, 2025, BCP President Dr. Donald Patrick Lim and DPWH Secretary Vince B. Dizon signed a Memorandum of Agreement to place critical dataโ€”budgets, procurement processes, construction milestones โ€” on an immutable blockchain ledger accessible to the public.

โ€œBy placing our foreign-assisted projects on the Integrity Chain, we welcome the scrutiny of the private sector, academe, and civil society,โ€ said Secretary Dizon. โ€œThis is our strong response to the Presidentโ€™s directive to enforce transparency and accountability in all projects.โ€

Key features of the Integrity Chain include:

  • ๐Ÿ“Š A real-time public dashboard to track project spending and progress
  • ๐Ÿ‘ฅ Channels for citizen feedback and anomaly reporting
  • ๐Ÿ”’ Tamper-proof records to deter corruption

โ€œFor the first time, the private sector isnโ€™t just demanding integrityโ€”weโ€™re building the infrastructure to deliver it,โ€ said Dr. Lim.

As part of the pilot, BCP will provide DPWH with a one-year complimentary subscription to the Integrity Chain, complete with technical support, training, and cybersecurity safeguards under the Data Privacy Act.

The initiative has gained broad support from business leaders, academics, civil society, and faith-based institutions, with over 50 organizations signing a Statement of Support. It also drew the participation of major international lending agencies such as JICA, Korean Eximbank, ADB, and the World Bank, all key funders of DPWHโ€™s foreign-assisted projects under the โ€œBuild Better Moreโ€ program.

DICT Secretary Henry Aguda added: โ€œLetโ€™s rally behind technology. Letโ€™s rally behind a new way of governance in the country.โ€

With Integrity Chain, infrastructure governance takes a leap forwardโ€”turning public works into public trust.
