DPWH files two more bid-rigging cases before PCC

Public Works Secretary Vince Dizon has filed two additional cases before the Philippine Competition Commission (PCC) for preliminary inquiry against two contractors allegedly involved in bid rigging and manipulation covering three contract IDs in Davao Occidental and La Union.

This move follows the directive of President Ferdinand Marcos Jr. to hold accountable former officials of the Department of Public Works and Highways (DPWH) and contractors who took advantage of government projects.

Secretary Dizon emphasized that the government will not stop until all those responsible are brought to justice and the people’s money is returned.

“The President has been clear — those who are guilty must be held accountable, jailed, and compelled to return the money stolen from the people. As long as we continue to gather evidence, we will keep filing complaints,” Dizon said.

The latest complaints were filed against St. Timothy Construction Corporation, Silverwolves Construction Corporation, and several officials and employees from the DPWH Davao Occidental and La Union 2nd District Engineering Offices. The cases involve alleged ghost and substandard flood control projects in Culaman, Jose Abad Santos, Davao Occidental, and Bauang, La Union.

According to Secretary Dizon, a total of 15 contracts have now been endorsed to the PCC, with an estimated ₱3.13 billion in fines that may be imposed if those involved are found guilty under Section 14, Chapter III of the Philippine Competition Act.

Meanwhile, the complaints previously filed by Secretary Dizon before the Office of the Ombudsman on October 23, 2025, against 20 accredited and licensed DPWH officials have already been endorsed to the Philippine Regulatory Commission (PRC) for investigation and possible multiple charges.
