Senator Win Gatchalian is calling for an inquiry into the continued rise of text scams despite the enforcement of the SIM Registration Act.

Gatchalian, through Resolution No. 1324, cited that even after two years of implementation, text scams remain widespread, victimizing an estimated 600,000 people in 2024 alone.

As part of efforts to improve the law’s implementation, proposals have emerged requiring SIM card owners to register in person. However, Gatchalian expressed concern that this measure could be inconvenient for consumers, likening it to processes for obtaining a driver’s license or an NBI clearance.

The Department of Information and Communications Technology (DICT) has acknowledged that scammers continue to outpace security measures, employing sophisticated tactics such as text hijacking devices and counterfeit cell sites—also known as International Mobile Subscriber Identity (IMSI) catchers—to send fraudulent messages.

“Strengthening cybersecurity, enhancing verification processes, and implementing additional safeguards are crucial in the fight against text scams,” Gatchalian emphasized.
