Pampanga First District Representative Carmelo โPogiโ Lazatin Jr. has secured โฑ100 million in funding from the Department of Public Works and Highways (DPWH) to support the completion of a multipurpose building at the New Rafael Lazatin Memorial Medical Center (RLMMC), also known as Ospital Ning Angeles (ONA).
The funding, released through the DPWH, was granted upon the request of Cong Pogi and will augment the ongoing efforts of the Angeles City Government to finish the new hospital facility. Coordination for the project will be handled by the DPWH Pampanga 3rd District Engineering Office, in partnership with the city government.

Mayor Lazatin is currently preparing for the hospitalโs operations, including securing Department of Health (DOH) accreditation, hiring additional personnel, and allocating the necessary operational budget. Both Cong Pogi and Mayor Jon aim to complete and fully open the facility this year to improve healthcare services for residents of Angeles City and Pampangaโs First District.
As former Angeles City Mayor, Cong Pogi had earlier allocated โฑ200 million for medical equipment for the New RLMMC during his administration.
From 2019 to 2025, his administration implemented โฑ4.8 billion worth of infrastructure projects across the city. These include the rehabilitation of the Pampang Public Market, construction of the RLMMC Annex (Phase 1 and 2), establishment of the Kanlungan ng Kabataan, Bale Pusu for the abandoned elderly, a material recovery facility, and a wastewater treatment plant.
Other notable projects under his tenure include the improvement of the City College of Angeles, construction of classrooms and daycare centers, development of drainage systems, and enhancements to health centers and evacuation facilities.
Cong Pogiโs second-term agenda in 2022โfocused on upgrading public health facilities, modernizing the cityโs public market, and building youth welfare infrastructureโhas since been fully realized under his leadership.
