DOTr CLEARS ROW ISSUES FROM CALUMPIT TO CLARK STATIONS

Acting Sec. Lopez: NSCR North ROW acquisition to be completed by mid-2026

The Department of Transportation (DOTr) has cleared right-of-way (ROW) issues in six key areas from Calumpit, Bulacan to Clark, Pampanga — a major step toward accelerating the completion of the North-South Commuter Railway (NSCR) System

In line with President Ferdinand Marcos Jr.’s directive to streamline land acquisition for priority infrastructure projects, the DOTr said it is working to resolve remaining bottlenecks to deliver an efficient and reliable mass transport system.

Transportation Acting Secretary Giovanni Lopez expressed gratitude to the local government units of Angeles City, Mabalacat City, City of San Fernando, Apalit, Minalin, Sto. Tomas, Calumpit, and Malolos, as well as the provincial governments of Pampanga and Bulacan, for their continued cooperation and support in facilitating the project.

The six newly cleared ROW sites include properties in Clark International Airport, SM Clark, Barangay Pulungbulo in Angeles City, Barangay Sto. Niño in San Fernando, Barangay San Vicente in Apalit, and Barangay Iba Este in Calumpit.

Lopez also noted that construction of the Malolos Station is nearing completion. He further commended the DOTr’s Right-of-Way and Site Acquisition (ROWSA) Team, led by Assistant Secretary IC Calaguas, for expediting the land acquisition process.

“We are moving with urgency to finalize ROW acquisition and continue construction works as directed by President Marcos,” Lopez said.

The DOTr targets to complete ROW acquisition for the northern section (Malolos–Clark) by mid-2026, while the southern section’s nine stations — including Biñan, Cabuyao, Sta. Rosa, EDSA, Sucat, Muntinlupa, FTI, Blumentritt, and Sta. Mesa — are set for completion by December 2025.

Meanwhile, utility relocation for the NSCR’s southern segment and the Banlic Depot is already 98% complete.
