Department of Public Works and Highways (DPWH) Secretary Vivencio Dizon has directed the newly appointed officials of the DPWH-Bulacan First District Engineering Office (DEO) to immediately address and complete all gaps in unfinished dike projects across the province.
Dizon personally accompanied the new officials on their first day at the DPWH-Bulacan First DEO office in Barangay Tikay, City of Malolos, where he emphasized the importance of integrity, accountability, and transparency in public service. He also warned them against repeating the anomalous practices that plagued previous management.
On the sidelines of the meeting, Monsignor Pablo Legaspi of the Holy Spirit Parish of the Diocese of Malolos formally handed Secretary Dizon a petition from various homeowners’ associations seeking the expedited completion of two water interceptors along Manila North Road.
To immediately kick off the mandate of the new DEO officials, Dizon led an inspection of the unfinished dike along the Pampanga River in Barangay Bulusan, Calumpit. The site gained national attention after President Ferdinand R. Marcos Jr. conducted a surprise inspection in July 2025 following severe flooding caused by Typhoon Crising.
During the presidential inspection, it was discovered that the flood control project had been declared completed despite remaining unfinished, prompting a nationwide review of flood control projects. As the dike in Barangay Bulusan was identified as the first “ghost” flood control project uncovered in the past three years, Dizon said it must be prioritized for immediate resumption and completion.
Recognizing the urgency of the situation and the continued hardship faced by Bulakenyos due to flooding, Dizon assured that funds for the completion of the dike projects will be sourced from the DPWH’s savings under the 2025 national budget.
