The Philippine National Police Aviation Security Group (PNP AVSEGROUP) conducted a joint law enforcement operation on January 21 at Clark International Airport to crack down on colorum vehicles, taxi overpricing, fare contracting, and other traffic violations.
The operation, carried out under Project “Kontra Kontrata” and Oplan “Pamasahe Tapat,” was led by personnel of the Clark International Airport Police Station (CIAPS) under the supervision of CIAPS Chief PMAJ Rodel C. Rosario, with PLT Henry M. Teofilo overseeing operations. The effort was conducted in coordination with airport authorities and partner agencies.



Participating units included the Mobile Patrol Security Unit 3 (MPSU3), the Clark Development Corporation (CDC) Traffic Unit led by Roberto I. Lagman Jr., on-the-job trainee students from Holy Cross College, and Capable Warrior Security Agency personnel. The operation took place at the Vehicle Security Screening Area (VSSA) of Clark International Airport in Mabalacat City.
Authorities apprehended five drivers for violations of LTFRB Memorandum Circular 2005-024 and Republic Act 4136, or the Land Transportation and Traffic Code. Corresponding traffic citation tickets were issued by the CDC Traffic Office.
During the operation, both drivers and commuters were informed of existing laws on fare overcharging, unauthorized contracting, and the obligation of public utility vehicle drivers to render service without unjust refusal.
