Capitol rolls out first batch of patrol tricycles in Lubao

The Pampanga Provincial Government formally rolled out the first batch of barangay patrol service tricycles in the Municipality of Lubao on Friday, February 20, 2026, reinforcing its province-wide peace and order campaign.

A total of 44 patrol tricycle units were turned over in front of the Lubao Municipal Hall, led by Governor Lilia ‘Nanay’ Pineda, alongside Lubao Mayor Esmeralda Pineda, members of the Sangguniang Panlalawigan of Pampanga, and the Sangguniang Bayan of Lubao.

Barangay captains personally received the keys to their new service vehicles and signed the deed of donation, signifying their commitment to strengthening safety and security in their communities.

Community-Powered Mobility
Governor Pineda underscored that the tricycles’ sidecars were locally produced through community participation.

Through the Sustainable Livelihood Program of the Department of Social Welfare and Development (DSWD), local fabricators’ associations were provided seed capital to manufacture the sidecars. The initiative created livelihood opportunities while supporting public service operations.

The Pampanga Investment and Promotion Office (PIPO) reported that ₱23.76 million from the province’s Peace and Order Fund was allocated for the procurement of the initial 198 patrol tricycles.

The 44 units distributed in Lubao form part of a larger rollout that will eventually cover all 505 barangays across Pampanga.

Mayor Pineda expressed gratitude for the support, noting that the patrol tricycles will significantly aid barangay tanods who are often on duty around the clock.

With the addition of the service vehicles, barangay personnel are expected to respond more quickly to incidents, conduct patrols more efficiently, and enhance visibility in their respective areas.

The turnover ceremony also coincided with a simple birthday surprise organized by the local government for Governor Pineda.
