The Pampanga Provincial Government is evaluating a proposed e-care system aimed at making healthcare services more accessible, innovative, and efficient across the province.
The proposal, offered by a third-party company, introduces a free, cloud-based Electronic Medical Records (EMR) system designed to integrate all district hospitals, rural health units (RHUs), and municipal health offices for faster and more organized delivery of services and medicines.









Governor Lilia Pineda personally reviewed the proposal along with DSWD 3 Regional Director Venus Rebuldela, Board Member Kaye Naguit, and other provincial officials, hospital chiefs, and health representatives.
The system offers a cloud-based, full-featured EMR network solution that can be integrated with:
- Health Card (Smart Card)
- Mobile app for patients and doctors
It also functions as a centralized healthcare hub connected to:
- Radiology and laboratory systems
- Pharmacy and medical supplies
- PhilHealth and Department of Health
- AI-assisted diagnostics, including chest X-ray reading
Through the platform, patients, hospitals, and the provincial government will have seamless access to vital medical records.
The Capitol is set to further study the proposal, with pilot testing planned in selected district and municipal hospitals. Several RHUs and YAKAP clinics are also preparing for rollout and training.
The system is currently being used in Taiwan, with plans for province-wide implementation in Pampanga.
