BCDA, ACWA seal deal for New Clark City solar project

The Bases Conversion and Development Authority (BCDA) and Saudi-based ACWA Power have signed a 500-hectare land lease agreement for the development of a utility-scale solar power and battery energy storage facility in New Clark City.

The project is part of the clean energy investments presented by ACWA Power to President Ferdinand R. Marcos Jr. in Malacañang last year and marks the company’s first land agreement with a Philippine government agency.

Once operational, the facility will provide reliable renewable energy to support the growing power needs of New Clark City, including data centers, advanced manufacturing facilities, and emerging AI-driven industries.

BCDA President and CEO Joshua M. Bingcang said the project will utilize advanced solar photovoltaic technology combined with a Battery Energy Storage System to deliver stable and cost-efficient power for long-term locators in the area.

The development supports the national government’s target of increasing renewable energy’s share in the country’s power mix to 35 percent by 2030 while strengthening New Clark City’s position as a smart, sustainable, and disaster-resilient metropolis.

The signing ceremony was witnessed by Finance Secretary Frederick D. Go, Philippine Ambassador to the Holy See Raphael P.M. Lotilla, Finance Undersecretary Ma. Angela E. Ignacio, ACWA Power Global CEO Dr. Samir J. Serhan, and ACWA Power Philippines President Salman M. Baray.
