Officials from the Provincial Government of Batangas visited Pampanga to benchmark the province’s healthcare programs and innovations as part of efforts to enhance medical services in their own locality.





Delegates from the Batangas Provincial Health Office were briefed on several flagship health initiatives of the Pampanga Provincial Government, including the Zero Balance Billing Program, which provides accessible healthcare services through the province’s 10 district hospitals and one provincial hospital. The program served more than 1.39 million Kapampangans in 2025.






Provincial officials also presented the accomplishments of the Alagang Nanay Preventive Healthcare Program, which has benefited more than 274,000 residents from 2022 to April 2026 through services such as blood extraction, surgical procedures, ENT consultations, ophthalmology, dental care, and other medical interventions.
The Batangas delegation likewise learned about Pampanga’s healthcare management system, including its P1.57-billion PhilHealth collections in 2025 and the implementation of a consignment system that helps ensure a steady supply of medicines and medical supplies in government hospitals.
Among the facilities highlighted during the visit were the country’s first Floating Clinic, which delivers healthcare services to coastal communities, and the Provincial Hospital Clark, the first government hospital inside the Clark Freeport Zone.
Governor Lilia “Nanay” Pineda said Pampanga remains open to sharing its best practices and experiences with Batangas under the leadership of Governor Vilma Santos-Recto to help strengthen healthcare delivery and improve public services.
Provincial officials noted that both Pampanga and Batangas have overcome major natural disasters in recent decades, and that collaboration between local governments can further promote resilient and responsive public healthcare systems.
